		Livre vert sur la promotion et l&#39;information en faveur des produits agricoles</h2>

			L&#39;actuel&nbsp;processus de r&eacute;forme permettra &agrave; la politique agricole commune (PAC), apr&egrave;s 2013, de contribuer pleinement &agrave; la Strat&eacute;gie Europe 2020 pour une croissance intelligente, durable et inclusive, en soutenant une agriculture source de s&eacute;curit&eacute; alimentaire, d&rsquo;utilisation durable des ressources naturelles et de dynamisme pour les zones rurales. En parall&egrave;le, il est n&eacute;cessaire d&rsquo;entamer une r&eacute;flexion approfondie sur la politique d&rsquo;information et de promotion sur les produits agricoles qui est l&#39;un des instruments de la PAC. Le Livre vert&nbsp;sur la promotion et l&#39;information en faveur des produits agricoles ouvre cette r&eacute;flexion.</p>

		Objectif</h3>
	<p style="text-align: justify">
		Le but&nbsp;du Livre vert est d&#39;ouvrir&nbsp;une r&eacute;flexion approfondie sur la politique d&rsquo;information et de promotion sur les produits agricoles en interrogeant tous les acteurs concern&eacute;s &ndash; les consommateurs, les producteurs, les distributeurs et les administrations &ndash; en vue de d&eacute;finir les contours d&#39;une strat&eacute;gie de promotion et d&#39;information cibl&eacute;e et ambitieuse, &agrave; m&ecirc;me de mieux valoriser les ressources consid&eacute;rables du secteur agricole et agroalimentaire europ&eacute;en.</p>

		Contexte</h3>
	<p style="text-align: justify">
		La qualit&eacute; des produits agricoles et agroalimentaires europ&eacute;ens est largement reconnue. Fruit des traditions, des savoir-faire et de la capacit&eacute; d&#39;innovation des producteurs, le mod&egrave;le europ&eacute;en est &eacute;galement le r&eacute;sultat d&rsquo;une Politique agricole commune (PAC) forte et de standards de production sans &eacute;quivalent dans le monde. Il faut promouvoir ce mod&egrave;le qui joue un r&ocirc;le d&eacute;cisif dans la capacit&eacute; de l&rsquo;Union europ&eacute;enne &agrave; cr&eacute;er des dynamiques &eacute;conomiques locales, &agrave; r&eacute;pondre aux attentes des consommateurs europ&eacute;ens et &agrave; susciter l&rsquo;int&eacute;r&ecirc;t des consommateurs des pays tiers.</p>
	<p style="text-align: justify">
		Les succ&egrave;s engrang&eacute;s par le secteur agricole et agroalimentaire europ&eacute;en ne doivent pas cacher les d&eacute;fis consid&eacute;rables auxquels celui-ci doit faire face. Tout d&rsquo;abord, les efforts des producteurs de l&#39;UE en mati&egrave;re sanitaire, environnementale ou de bien-&ecirc;tre des animaux ne sont pas toujours connus ou reconnus &agrave; leur juste valeur. Ensuite, de nouveaux acteurs se sont impos&eacute;s comme des concurrents solides tant sur les march&eacute;s traditionnels de l&rsquo;UE que sur les march&eacute;s &eacute;mergents. Enfin, l&rsquo;UE dispose d&rsquo;un patrimoine culinaire d&rsquo;une grande diversit&eacute; qu&rsquo;il convient de valoriser pleinement.</p>
	<p style="text-align: justify">
		La PAC permet de lib&eacute;rer et de mettre en valeur le potentiel du secteur agricole et agroalimentaire europ&eacute;en. Un processus de r&eacute;forme est en cours qui permettra &agrave; cette politique, apr&egrave;s 2013, de contribuer pleinement &agrave; la Strat&eacute;gie Europe 2020 pour une croissance intelligente, durable et inclusive, en soutenant une agriculture source de s&eacute;curit&eacute; alimentaire, d&rsquo;utilisation durable des ressources naturelles et de dynamisme pour les zones rurales. Il est n&eacute;cessaire, en parall&egrave;le, d&rsquo;entamer une r&eacute;flexion approfondie sur la Politique d&rsquo;information et de promotion sur les produits agricoles qui est l&rsquo;un des instruments de la PAC.</p>

		Un rapport r&eacute;sumant les contributions sera publi&eacute; d&#39;ici la fin 2011.</p>
	<p style="text-align: justify">
		Ces contributions serviront de base &agrave; la pr&eacute;sentation d&#39;options concr&egrave;tes dans le cadre d&#39;une <strong>communication &agrave; la mi-2012</strong>, qui sera suivie de <strong>propositions l&eacute;gislatives vers la fin 2012.</strong></p>

					Through international commitments (WTO Government Procurement Agreement (GPA) and bilateral/regional FTAs), the EU advocates an ambitious opening of international public procurement markets and has committed itself to granting market access to its public procurement market for certain foreign goods, services and companies. In contrast to the EU&rsquo;s policy favouring greater openness, many third countries are reluctant to (further) open their procurement markets to international competition, which limits business opportunities for EU companies in these markets. Similarly, some trading partners have maintained or introduced protectionist measures hitting EU companies.<br />
					<br />
					In this context, the Commission is currently carrying out an impact assessment analysing how to set proportionate, coherent and effective terms of access to the EU public procurement markets for foreign goods, services and companies.<br />
					<br />
					The replies to this consultation will feed the impact assessment with data, information and views of stakeholders on the current situation on the public procurement market of the EU and of third countries and on the (possible) effects of EU legislation in this field.</p>
